Your chances are low. You do not seem to have mitigating reasons for why you could not meet the RO (residency obligation) and you were not a minor child removed from Canada by a parent.
In order to return to Canada, there are two options.
1) You can apply for a PR travel document in order to return to Canada. Since you don't meet the RO and don't have any good reason why you didn't, you will most likely be refused and will lose your PR status.
2) You can travel to the US and cross over to Canada by land. It is possible that you will get reported on entry for not meeting the RO in which case you could appeal but you will most likely lose your appeal and lose your PR.
In case you are not reported on entry, you can live in Canada for 2 years in order to meet the RO and put your PR status back in good standing. During the 2 years, you can not apply for a PR card as you don't meet the RO yet. You will likely face problems living in Canada for 2 years without a PR card as people are asking for it more and more these days in order to prove your status. For example, you may have a problem getting a drivers license and some employers may ask for the PR card as well before they will give you a job. Your health card may still be valid but since you haven't lived in Quebec for many years, you will have to re-do the 3 month waiting period. Your SIN will have been set to dormant status because you haven't used it in so long and you will have to apply to have it re-activated.
