My sequence of events:
1. Applied for parents sponsorship in Jan 2015.
2. Application selected in first 10000
3. Sponsorship application successful. Acknowledgement sent to me in April 2016.
4. Refusal letter received by my dad in email. Reason cited: we did not respond to CIC correspondences in timely manner.
Refusal letter claimed that there had been a correspondence from CPC Ottawa in July 2016 to my dad asking for med forms and police clearance from India to which you did not respond. A follow up letter was sent in Feb 2017 to which again you did not respond.
We never received those correspondences. Upon seeing GCMS notes we came to know that the correspondences were sent to my dad's email. At least this what GCMS notes show. No information was shown as to if the emails did not bounce back. Me and my dad made diligent efforts to locate the emails but nothing was found. We sent CPC Ottawa immediate email back stating the fact along with screenshots of inbox, spam, trash folders but they did not reconsideration requests. Application has been rejected. I really don't want to fall into this endless cycle of new lottery based application system. I have apealed the decision.
Any suggestions to better put my case forward during proceedings?
