Lost COPR, need to get a police report

Unfortunately it's not my PR card, it's just the confirmation of permanent residency and I have yet to land. So it's just the paperwork they send you when the application is complete, but I have yet to enter Canada. I am just wondering if the VOS application applies to someone who hasn't done a soft landing yet.

I lost my COPR and as per CIC I need to submit a police report along with IMM5009e form to get it replaced.

Can someone guide me as what is the process to get the report ? Can it be done online or do I need to be at a police station in person ?

Doesn't need police report just apply verification of status and what i did i explain why i lost it. You need to pay 30 dollars and they will send to you through email.
