Loosing PR card while abroad

I am a PR with a PR card. Went on holiday to Mexico, had my wallet stolen with my PR card in it.

Flight companies flying to Canada want either your residency docs or an ETA number. As a PR you can't get an ETA as you don't require one.

I was denied entry to my return flight to Canada as I only had an image of my card and not the real thing.

I was advised to fly to Mexico City and apply for a Permanent Residents Travel Document. I think it's mainly aimed at individuals who have let their cards expire whilst abroad.
You would need to go to the VFS office in the country you are in. I was told 5 days processing time if it was expedited.
I didn't have that much time. I phoned the Canadian Boarder Services Agents and was informed they allow you to cross by land without your PR card as it will come up on their computer when they scan your passport.

I then flew to the US and boarded a bus crossing the boarder. The bus driver was understanding and let me board it without checking my immigration documents, I think I was lucky.

This whole PR card / PRTD situation really needs to be looked at and you have to wonder that if they can link a passport to an ETA for a boarding check why can they not simply link a passport to PR status for the airlines.

Could have been worse though you could have lost your passport as well .

It's incredibly frustrating being denied a flight when you should be entitled to board it.
I intend to write to BSA and CIC and my local MP about this.

One of the main reasons for this requirement is so PRs abroad that are not in compliance with the residency obligation, can't simply sneak on a flight back to Canada undetected on just a visa-exempt passport. They must first have their PR status examined via the PR Travel Document process.

Airlines obviously can't accept photocopies/images of documents since this would be incredibly easy to fake.

What they do need is a quicker/easier PR Travel Document process, especially for those well in compliance with the RO.
