I am a PR with a PR card. Went on holiday to Mexico, had my wallet stolen with my PR card in it.
Flight companies flying to Canada want either your residency docs or an ETA number. As a PR you can't get an ETA as you don't require one.
I was denied entry to my return flight to Canada as I only had an image of my card and not the real thing.
I was advised to fly to Mexico City and apply for a Permanent Residents Travel Document. I think it's mainly aimed at individuals who have let their cards expire whilst abroad.
You would need to go to the VFS office in the country you are in. I was told 5 days processing time if it was expedited.
I didn't have that much time. I phoned the Canadian Boarder Services Agents and was informed they allow you to cross by land without your PR card as it will come up on their computer when they scan your passport.
I then flew to the US and boarded a bus crossing the boarder. The bus driver was understanding and let me board it without checking my immigration documents, I think I was lucky.
