i hope you are right... but usually it happens at 00:00 UTC

and its already 00:15 UTC

but lets hope for the best

thats where i check all the time and if there was a draw the ministerial instructions would have been updated , well looks like another week of waiting!!

They have to issue 15 to 25 draws so if they feel they can issue 1 draw per month which which will justify their statement.

15 to 25 ... so 15 draws will justify the statement .. not necessarily up to 25 .. they want more candidates above 450 to fill up .. hence the delay
