I started my refugee application almost 2 years ago, and during this period, I got into a relationship with my girlfriend who is a green card holder. She lives in the US, and we have been talking about getting married, and I am wondering how this scenario will play out for me. I still don't have a clue when I will get my PR and at this point, I'm willing to cancel this process altogether and just marry her in Canada and apply for my green card in the US. My passport is with the IRCC and I'm not sure what to tell them when I ask for it back.

Also, there is a scenario where I could get a US tourist visa with my passport and then get married in America, but can I stay in Canada until I get my visa? I would rather wait in Canada than go back to my home country and wait.

There's no obvious / easy path.

If you withdraw / cancel your Canadian refugee claim, this will activate your removal order

You cannot get your passport back from IRCC until you have PR status - or unless you're in the process of being removed from Canada in which case it will be handed back to you as you are boarding your flight to leave Canada.

Also note that the green card process takes a while and you are not allowed to live in the US on a US tourist visa.

I would recommend you get a consult with an immigration lawyer familiar with both US and Canadian processes.

I am in the same boat. But my refugee claim got accepted and my current status is protected person. We got married in Canada. My girlfriend also Citizen in USA. Still wondering what process would be best for me to move USA as my passport is seized by CBSA. Please let me know if you get something helpful.
