Do you want to translate the police report of Japan? If so, you don't have to do it because the police report for PR is written in English, French, German and Spanish.

If you want to translate the police report of other country, sorry, I don't know.

I was thinking to apply outland initially as a Japanese national so quite researched about it.

This is the one I was going to use for the translation:

He is a notary but translation Koseki-Tohon into English is a fairly large part of his business, I thought. It's inexpensive, and you can get a quote/delivered the translated documents by email/post mail even he is located in Hyogo.

When we received our clearance from Lebanon they were able to provide us a translation at the Lebanon embassy for a small fee. Not sure if that will work for your case but you can ask them.
