I never said competition is for only Canadians. I said expect competition with Canadian graduates. Also don’t suggest a Doctorate in Acupuncture. Suggest McGill or U of Toronto where IMEs can gain training with transition programs. Anyways OP was asking about pharmacy jobs.
The same applies for pharmacy. Different license process per province.

This program before was offering PGWP, I am not sure about the current situation

Since the OP is not looking for pharmacy practice and is working as an industrial pharmacist he needs to find a job offer for nomination because industrial pharmacy is not regulated by the PEBC in Canada.

Just to add my experience, I'm a PharmD from Pakistan but with pharmacy admin experience in a private hospital. So I applied as 0311 healthcare managers.
OINP offered and I accepted and applied for PNP. After getting the 600 points, I got EE invitation approved, after 6 months with a COPR for January 2023.

The point is as a pharmacist you can still apply for other NOC designations as long as your experience letter, documents mention it. I did my education credentials checked from ICAS not PEBC. Because I do not plan on working as a pharmacist. But I still got PNP and now PR.
Inductrial pharmacists will not require PEBC unless OP intends to work in a clinical setting like a hospital, pharmacy, clinic. I'd go with WES or ICAS for non-clinical work.
