Looking for an answer in regard to my situation

My name is Israt chowdhury I came to Canada 2014 along with my family, I had lots of hurdle and long story short we received H&C approval letter on june 2019. Since then I received nothing from immigration. The last communication i had on 2022 was that my file is with HM Montreal office but ever since then no response. I don’t know where to go and what’s my update? We don't have health card neither status which made our life so miserable. How long we have to wait? From 2018 to 2025, it’s been 7 years I filled for H&C. Our tears became dry, I don’t know where to knock as my lawyer says he knocked HM Montreal office several times but no response at all!!! My lawyer is saying I have to appeal at federal court for my status.!! I am confused can someone help me ? Where should I go and what I have to do?

Very confused. What do you mean by getting approval for H&C? If your lawyer is suggesting an appeal that would not make sense if already approved.

Immigration approved your request for an exemption from these requirements for the purpose of

You must meet all other statutory requirements of the Immigration and Refugee Protection Act, such
as medical, security, passport and arrangements for your care and support. As your application is
processed, separate decisions will be made about whether you meet these other requirements. If more

Isn’t this an approval letter for H&C not GCMS? Shouldn’t he be able to apply for a PR card? Not sure what they can appeal if they have a confirmation of approved H&C. There must be more to this story.
