I don't think you could just opt/apply for a work permit from a different country.
you need a LMIA job in Canada to get a work permit.
or you come here on a study permit and then get a work permit after graduating

What is an LMIA job? Is this also what is known as a regulated position? I am in BC on a US visitor visa and, as of today, I am going to begin to look for a job. Having spent some time monitoring this site, it would seem my best avenue to work and live here is to first obtain a job on a temporary work visa and parlay these additional points to apply for the PR.

No - LMIAs aren't for regulated profession. Pretty much any job you get will require that the employer obtain an approved LMIA before you can apply for a work permit or get points towards a PR application. Employers can't hire foreign workers without approved LMIAs.
