To link my permanent residence application online it needs me to sign in. BUT its impossible!!!

When I made the application it did not have my city so i selected the "other" option. (picture 1)

When I go to link my account its asking for my city BUT it does not have the "other" (picture 2)

option making it impossible to sign in!!

Any advice on what to do?
