Long processing times for in-Canada work permit applications

Why did processing times for in-Canada work permit applications become so long ? Before June, they were 14 days only for online applications, but now it's 54 days ???

I think it happens every year. In summer season, there are more applications for processing and hence the processing time will be high. Once winter starts, it would going down slowly.
