Still being able to fly out is a small glimmer of hope, but having to pay $2k upon return is definitely a pain

It is not $2000. Depending on the hotel, you can get rates much lower.

The list of hotels is In the link. This is a much cheaper option then paying tens of thousands of dollars for a study permit.

Low likelihood unless you're good with paying a fine.
