"Lonely Canadian" Relative Rule

Hi,
My father is a Canadian citizen who does not have any immediate members family who are citizens of Canada. All of his aunts, uncles, parents, and siblings are deceased. I am his son; I am over 22 years old and am not dependent on him. However, because he does not have any relatives in Canada, I was curious if I would qualify as the 1 "Other Relative" of any age that he would be eligible to sponsor. Thanks for any insight!

He has been a widower for 2 years now.
