I noticed a few people saying it's takes years to be processed via London however is this only the case for applicants prior to April 1st 2009 who are not in the top 38 desired NOCs?

I read on the website that all applications after 1st April 2009 are to be sent direct to Nova Scotia and people in the top 38 desired category will be fast tracked? (i.e. the 6-12 months that is floating about on the Internet?)

Any advice would be appreciated

There is no milestone date of April 1st, 2009, in fact their law was amended in Feb 2008 for fast track. It simply distinguishes between the applicants who applied before Feb 2008, who shall have their application processed as per the old rules and the new one faster provided your NOC falls in their required list.

It is generally understood by visitors on this forum that London office is a bit slow in processing application, but no one have concrete information. The applicant has to send the document to the specified CHC office as recommended by them for your area mentioned on their website. It will then be CHC decision to process it locally or transferring it to other office such as Nova Scotia.

Ignore I think I've figured it out. It goes to Nova Scotia for preliminary acceptance? then is forwarded to London for processing? Can someone confirm?

Exactly! You will receive a letter (AOR) with the file number in it from CIO NOva Scotia and they will tell you to submit your full application within 120 days to the local visa office where your country of origin belongs.
