If your are not currently residing in Saudi Arabia, you will not be able to get a police certificate and this thing should be very clear to the visa office. As Police certificates are "ONLY AVAILABLE TO CURRENT LEGAL RESIDENTS". please check this link from CIC:

PER: 18th November 2014
2nd line update: 8th April 2015
PCC, updated info and passport bio pages request: 15th April 2015

Third line update: 1st June 2015
4th Line update and PPR: 2nd June 2015

if i were you i would do the following ,
1. ask your bride to apply for a normal visit visa ( if she can get it ... then she can enter Canada as a visitor, and there she can apply for a PR ( which can be finished fast inside Canada)
2. if plan A didn't work ... then (and i assume from your name ur an Egyptian and mostly Christian ). you can have the legal marriage done from Egyptian government , and ask ur bride to undergo an UPFRONT medical exam and prepare the PCC .wait until they request for the passport and inform them of the legal marriage . this will reduce the time of PR issuance

email them and tell them u r not able to obtain saudi pcc as u r no more resident. lets see what they say

Who has an idea on how to pay for the RIGHT OF PERMANENT RESIDENCE FEE.

They gave me the Link but when I went there, I got lost . the only option there is Express Entry - RIGHT OF PERMANENT RESIDENCE FEE.

Is this option ok? What about the MyCIC Account? Should I register? Where should I register? What is this 2 option if you pay online it should be : 1.) Sign-in Partner or 2.) GCKey.....

Can somebody please help!!!!!!!!!

There is option of right of permanent resident fee non express entry (option 11 under immigrate head) u need to create acount to pay. CIC account is diff
