You can land anywhere in Canada apart from Quebec. So you should not have any problem

Write email to LBM and ask him for extension of time he/ she will grant you extended time. try to give reason for delay

I have my Ecas changed to Decision Made Just now.
I already received my PPR on 11th March.

My Full timeline is as below.

I agree, based on Apps with London as per spreadsheet, I do not see any pattern based on nationality or country of application sent or anything else.

Probably number of employers to verify and number of countries visited and quality of documents sent.
