They cannot just ignore it ... Within 28 days your consultant should have had a responce. Please ask him to raise another CSE or you raise it yourself.

I raised myself one yesterday! Hopefully they'll come back soon ...

I have sent them mails in the past for other non immigration related queries, and they have always replied. Once took 2 days, once took 10 days ...

He / She should be program assistant. I have not seen Visa Officer sending direct emails. MCH, DXS, SXB, TAB, JMR, LBM all are assistants under different Visa Officers which carry out all the communication between Visa Officer & applicant.

VCM is most probably working under these assistants and carry out all general requests / emails.

I never got any reply from VCM, All reply that i got was from MCH or Anonymous

Your file is already assigned to visa officer, so that's why his/her assistant is getting & replying your emails. If you send email to update your address, you'll most definitely get email from VCM bhaijan ;D. But whatever else you ask, MCH will do the work.
 
PLUS, I have noticed through GCMS that Visa Officer assigns paper files to the assistant, and than it takes 5 - 7 days before he/she updates us. Like, my file was assigned to SXB on 25th March, he sent medicals on 2nd April. I guess when he gets medicals results & RPRF, he assigns files back to the visa officer. It's a lot of to & fro :-\.

I am sure that these assistants manage the work load of the Visa Officers and not VO's themselves. So delays must happen when either of assistant or visa officer is on leave, vacation, sick etc. 1 week off, 1 week to get back to routine, so its at least 2 weeks in hell for us ::)

VCM is also a Program Assistant and very senior as per his ID number in GCMS notes... Plus some of his email signatures are as Program Assistant.
