No, u need to show legal adoption papers in order to show as a dependent.

I know one case from NDVO who recently gets his PR have done the same by adopting his brothers daughter just for the sake of Immigration.

Exactly...and in response to my CSE, LVO replied to me that "although they have not requested the RPRF yet but I can still pay it any time"...

One more thing... Why LVO loves to complicate everything. All other visa offices (and even most if the LVO visa officers) follow the same process that they request RPRF with MR normally then why some VO don't follow this?? Is there no defined policy/process/SOP in CIC manuals about the same? If there is then why is not being followed by ALL? Why do they make things difficult for some applicants and not only that, it causes waste of time, money for courier and increases frustration ??? ::) :-\ :-X

He submitted RPRF Draft in Oct 2013 whereas he got MR in Apr 2014 to be precise.

I am not expert but from what I came to know It is strongly advised to pay it NOW. after all it is refundable.

VO mentioned same to me during interview, "to speed up the process he would send RPRF along with MR"

I am planning for a summer vacation in my home country for relaxation and wasting some time ;D
