If you have a friend in Saudi then you can follow this route to get Saudi PCC without a letter from the Embassy:
Your friend has to undergo following steps on your behalf. (Let say you were in Riyadh and your friend also stays in Riyadh and you are Pakistani National)

1. You will write a letter in the name of Pakistan Embassy in Riyadh that you are applying for Canadian Immigration and you need Saudi PCC, sign that letter and mail it to your friend in Riyadh along with your passport copy current and old-when you use to live in Saudi, Iqama copy, Your UAE Resident ID copy, your NICOP copy, and your UAE PCC if available. (Maximum documents would make case stronger)
2. Pakistan embassy in Riyadh then (any city depending where you use to stay) issue a letter in the name of Maroor (Police Station in Riyadh PCC department).
3. Your friend will take that Pakistan Embassy's issued letter to Ministry of Foreign Affairs (MOFA) in Riyadh and get it endorse (Here they see original Iqama, if they don't see it then letter will be endorsed easily and if they ask for Iqama then your friend has to inform them and show all other dox to the officer that you live in UAE). This endorsement means that Pakistan Embassy's letter is authentic and MOFA in Saudi Arabia recognizes the signatures found on the Pakistan Embassy's letter.
4. Take that MOFA's endorsed letter to Maroor office, (It is located in Deera in Riyadh I guess. Any CAB driver can guide your friend) and go inside and talk to the Mudeer's Secretary, He will take that letter and will ask your friend to come back after 3 days (if all the requirements are met).

Ask your friend to take any Saudi with him to Maroor office as it will ease the language barrier element.

In case you don't have any friend in Saudi Arabia, then I believe you need to contact Saudi Embassy in UAE for obtaining Saudi PCC.

Hope this will help.

Regards,
