In the orientation, The presenter specifically said don't fill up containers & stuff and cargo them to Canada, because, how can you know what kind of home/apartment or place you are going to end up with before actually going there? Most of the places are very small & compact because Canadians usually don't design homes for more than 4 people (2 ~ 3 bedrooms at most). So where are you going to put all the cargo when it arrives? Larger homes are very expensive for a new comer ($2000+ / month) and that too can't be rented before a good job.
Moving in Canada is very very expensive, even Canadians sell off their stuff when they move from one province / place to another place to save the moving cost & purchase again at new place. Let your friend know to re-think his strategy. Ask him to get rid off from everything here, and start new there, and buy things time to time.
Lastly, Goods to follow list can have anything which you "think" you'll bring in next 6 months or 1 year or 2 years maximum (jewellery included with pictures of them). It should be a comprehensive list. It'll save a lot of duties on the goods that he'll bring later on. Canadians do not bother if you provided them with list and later on you decided that you don't need them, they won't ask you anything. But if you bring something, it should be in the list or else pay heavy duties.
