How can one know - which visa office has been assigned to him/her? as in PER mail there is no mention of VO----as well in ECAS.

what is the latest date for 1111 applicants to receive MR or 2nd line update from LVO?

LVO does not work in FIFO order so there is no latest date. It all depends on ur application is assigned to which VO and how VO starts processing

Until u get first response from LVO u won't be able to know about ur VO

London is very slow compared with Ottawa office, it was bad choice by my consultant who changed the direction to this office
