Under my admissibility section, approx. 1 page is blank and s.15 is noted in certain areas. No mention of s.19 or s.16 in any of the pages.

@BillHyatt , can you shed some light on the following please:
On 5th of Feb I received an email from LOV stating that my file is in process or waiting to be reviewed by an immigration officer signed by SNO / client service unit/immigration section.
My application status changed to IP2 on the 27th of February.
I have sent an email today to LVO about the status, they have advised that my application still awaiting review signed by VCM / Program assistant/immigration services.
My AOR is 9th of October / PNP Applicant.

Sorry about the late response. Yeah it's super annoying and frustrating that LVO are taking their sweet time. Though I asked my solicitor to send me the screen shot of my CIC account. And it states that "we are reviewing whether you meet the eligibility requirements". And under background it says that "we are processing your background check".
Is it normal that after almost 10 months they're still reviewing eligibility? Or is it dependent on the background check?

You should email to CPC-Ottawa to confirm your Visa Office again. If your file is in London then you shouldn't receive this kind of a mail as IRCC it self-requires you to contact Local Visa Office directly using contact information they provide.
LBM is a code name generated for a person replying you. The actual thing to look at is the Division or Department replying you. Such as Program Assistant, IRCC, or IMSD.
