London Processing Times

I see that processing times for the London office have gone from 11 months to 29 months with the addition of applications from Pakistan. My partner is Northern Irish (born/raised) and is a British citizen. Will the change in processing times impact all applicants or only those from Pakistan? We sent our application in a few months ago and this news is definitely a blow. Thanks in advance for all info/feedback.
