CIC sets an annual target of immigrants (annual quote), which they can't go beyond. This number varies from year to year and stands between 200-250,000 immigrant per year, plus/minus. This cap was set before the 26june10 new rules. Check this link for some insights on the statistics:

This quote is usually distributed among VO's. Therefore, once London VO reaches it's quote, it slows down processing and simply postpone visas issuance to subsequent year.
If you check this forum and trackitt, you find a trend. For all those applicants whom apps were ready stamping after august or Sep 2010, their visa issuance was delayed to Jan/Feb 2011.
What does this mean to you? I think whoever is either waiting visa or at least received Medicals, they should expect getting their visas between Jan and June 2011.
