LOE for 'CANCELLED' on passport

hey guys,
i have a question, regarding a 'CANCELLED' stamp on my passport which i got when i was ready to goto turkey for project deployment ; i was asked that i need to have 'visa protector' before flying. That cancelled stamp was given by the 2nd officer at the airport ; cancelling out the first approval stamp given by junior officer. (means it was just approved and cancelled right away)
needed to ask whether i have to provide the reason in LOE ; as my passport is having this "CANCELLED" mark now (this cancelled stamp is not on any sticker VISA)

Depends on the officer and that is why you should use LOE for your advantage and explain everything.
