If WP holders were able to work remotely there would be no need to actually work from Canada. As already stated there is a work location as part of your WP and so you are breaching the conditions of your WP. A province is still specifying a location you just have the flexibility to work anywhere within Quebec.
The argument you made "If WP holders were able to work remotely there would be no need to actually work from Canada" does not make sense to me since I mentioned that one would still be living in the province mentioned on the work permit and hence would be paying taxes there, just working for a remote employer.

Were you able to find a solution ? did IRCC gave you any clarifications ?
Hey, I stopped exploring this one because I got approved for PR. However, my view is that this is something IRCC may or may not consider a breach and if I was still in this situation, I would try calling IRCC and see if one of their agents provided a straight answer to this.

Congratulations on your PR, I am asking you because i had to tell a lawyer that thet working is not living, if the company is not registered in Quebec it is a breach of CSQ condition, and while someone is in the process of PR it may cause issues.
IRCC agents may not be a good fit, for to answer this on the phone, but a ticket so you have the confirmation or denial on writing is a better course.

Hello, I wanted to ask a follow-up question on this topic - any help is much appreciated in advance.

I recently moved to Canada on an Intra Company Transfer. I used to work in the USA before. My employer's location mentioned on the CLOSED WORK PERMIT is the Toronto office. Since the cost of living is EXPENSIVE in Mississauga & Toronto, my manager was OK with me working from home (Windsor, Ontario) and coming to the office as needed for conferences and when the whole team is in the office.

In this situation, Is it OK for me to Work From Home ???
