No, the LMIA does not provide legal working status in and of itself. You need to attach the positive LMIA to your work permit application. You can only work as long as you have a valid work permit, whether you've completed the PR process by then or not.

Of course they will need a temporary work permit! All I'm trying to say is that a positive opinion on a dual-intent LMIA application ensures that one has legal working status till the PR decision. My statements might not pass unchallenged in a court of law but they just could get by on an online forum where one looks for broad advise rather than worry about the semantics.
