Guyyyys , My study permit is expiring in 3 weeks, I just submitted my LMIA for caregiver today. My question is - while I'm waiting for LMIA approval can I leave the country and come back before applying for WPM? (I have visitors visa!)
or should I submit for work permit first and then leave the country?

Is your employer that submit the LMIA right?. And you use the LMIA number in your work permit application. If you leave Canada, you put yourself on risk an immigration officer can deny you the entrance to Canada even though you have a visa.....

Yes, that what I concern about so I will just stay. And I would like to know how people can survive in Canada if they can't work while waiting for work permits? If I don't want to work for cash that illegal..

I thought they had a refusal to process LMIAs for the caregiver industry.
