You need to provide us with a lot more information than this sentence. Who told you this? Where?

It could, for example, mean that the employer is extending offers to Canadians who applied during the LMIA required advertising period. Or that they're offering positions to foreigners who met their requirements and support them through an LMIA.

My employer sent the LMIA application last April 24, 2019 and I asked them for some updates and they told me that

I haven’t paid anything at all. I also double check the email of the HR personnel that send me the job offer. They hired me last year September and gave me an update that they will apply the LMIA last April.
