I am from the UK (scotland) and my noc code was 7312- heavy duty equipment mechanic. I was offered the job in July of 2013 no that's not a typing error. I waited almost 19 months for my lmia to be approved. But eventually last week it finnaly got sent through. Unfortunately I can't give any other details purely because I don't know, my application is being sponsored by my employer and it was all dealt with via lawyers and employer in alberta. There were a few complications along the way as when first application was submitted it was the old LMO format, so I don't imagine everyone that is applying for the same job as me will have to wait as long as me but if anyone wants any advice it will be to be patient.
I wish everyone still waiting on approval the best of luck and hope the day comes sooner rather than later.
