LMIA process.. when to put up Advertisement

I want to hire a foreign live in nanny. This is what I understand I need to do(see steps below). But when do I need to put up the advertisement in job bank and for how long?
Also, does LMO approval is linked to the potential candidate?
So if the chosen candidate refuses to join, I need to re-start the entire process of LMO?

1. Search a foreign nanny
2. Apply LMIA/LMO
3. Send LMIA to nanny for work permit application

The advert needs to be up for a month before you can start the application process, once a month has passed, you can then apply.

The Job Bank AD must remain online throughout the entire process.
