So, if I understand correctly, it is you wife who would be applying for this job and who is potential eligible for the LMIA? What exactly is the job offer? I'd be interested in what the advertisement in your local paper actually said
Here's why I'm skeptical if she does not speak French: this is a link to a search on the Quebec job bank for Early childhood educators in the Montreal area:

As you will see, French is a requirement, even to read the advertisements. The only way I could see an LMIA being possible is if it's for a job in a private preschool/daycare with specific requirements (a language other than French or English, for example) that your wife might fill.
There ARE jobs in Quebec that do not require French, but they are very few and far between, and not usually in this field.
