LMIA Fee or No Fee? Contradictory Statements on ESDC

I am confused because the page title concerns those who wish to supports someone's PR application. It lists the processing fee ($1000), all of which I was aware of. But then towards the bottom of section it says "Note: The processing fee does not apply to employers choosing only to support a foreign national's application for a permanent resident visa" :eek:. I though the point of this entire page was for people who are hoping to support a PR visa? So does the $1,000 fee apply or not apply?

LMIAs are primarily for work permits.

there are 2 types of LMIAs, although the application process is essentially the same.

1) Free - supports only PR application (cannot be used for a work permit).
2) $1,000 - supports both a temporary work permit (and a PR application, if eligible).

I see. So if my employer only wants to support my PR application with a job, then it's free. If they want to support my PR application while also supporting a TWP in the meantime (dual intent LMIA), then it's $1000?
