To my understanding the new system should called LMIA ENTRY since no matter how many points you have, for example, even though if you have 600 points which is the maximum you can get, without LMIA you will not get ITA as this is your passport to climb to the top.

As a result, someone who is uneducated, minimum work experience, a good age, minimum of IELTS score can easily get ITA if he/she is a holder of LMIA.

In my opinion unfair system as Canada does not focus to skilled immigrants but lucky.

To say the least, I doubt how these new immigrants will add value to the Canadian economy.

Having an Lmia and employer whose willing to support you is a crucial part of the new system.

1. Unlikely as if they were as you say, it is unlikely that they would qualify for a skilled job under NOC A, B or O.

Pre-Assessed..
(sarcasm) Perhaps they are "saying" most applying for immigration will add value to Canada by hiring someone or some company INSIDE Canada, by paying them $500, to get arranged employment. (/sarcasm)

This is how it seems. Its too early to say. I hope I'm wrong.

REAL life is not rosy.
