LMIA - employment requirements(education, training etc.) matter?

When applying for LMIA, does an applicant must meet 'employment requirements' in NOC description?

For example,
Baker - NOC 6332
Employment Requirements
-Completion of secondary school is usually required.
-Completion of a three- or four-year apprenticeship program for bakers
or
Completion of a college or other program for bakers is usually required.

The employment requirements do not come into play until the work permit application stage.

Thanks for your answer. Now I understand when it comes to LMIA.
Speaking of Temporary Work Permit,
I am already aware of that everyone must meet at least 60% of the duties described in NOC description when applying for TWP. (please correct me if I'm wrong)
But how about the employment requirements described in NOC description when applying for TWP?
Everyone must meet the employment requirements?

I am not sure what you mean by employment requirements but generally speaking requirements are not optional hence the name
