LMIA Closed Work Permit 2021 Applied from India

Hi, I got an offer based out of Montreal. My company is trying to find through the law firm whether the case would qualify for GTS or ICT. Its a movement from India to Canada under same group company but different entity. My NOC is shared between 0213 and 2171.
Is there any specific rule for a case to be taken up for GTS or ICT?

Yes, I had a job offer. Company agreed to sponsor visa before I was interviewed. They applied for LMIA and then my visa. Family visa was on me but they supported in filing application together.

Applied closed work permit(Online) from India for NOC 6311

(1) Permanent Job Offer Letter: 13-April-2021
(2) Upfront Medical Certificate: 28-May-2021
(3) File Online Application Submitted: 08-July-2021
(4) Police Certificate (Not Mandatory): 05-August-2021
(5) Biometric Updated: 09-August-2021
(6) Medical Passed: 14-Dec-2021

Still waiting for the final result and my LMIA will expire in Feb-2022 So worried about it.

What is the NOC? The employer pays $1000 and files for a LMIA to show that the job was posted and couldn’t find anyone in Canada to do the job. Then the employer waits for a positive LMIA. Most people on this thread are GTS or ICT.
