Hello! I am posting this question on behalf of a frustrated community member in Alberta Canada.
He got an LMIA closed work permit last year. He has worked with the company for a year and 2 months.
Unfortunately! The company is now closing down, and unable to even pay employees salary for now?
Please what's the way forward for this highly motivate hard working frustrated foreign worker with a close work permit?
Is there anyway he can obtain open work permit?

No way to qualify for an OWP in this situation.

Needs to find a new employer who is willing to give him a job offer and obtain an approved LMIA. Then he can apply for a new closed work permit tied to the new employer.
 
Thanks for your prompt response. So can he apply for PNP if qualfied after working for a year and few months?
So is there any option for him, assuming he's unable to find another employer who'll apply for another LMIA for him?

It depends if he qualifies for one of the PNP streams in the province where he is living. Each has specific requirements and he will need to research this in detail.

In terms of other options, the other option if he cannot find an employer willing to go through the process is to leave Canada.
