LMIA approved but cant get work permit

Hi there!!!
My friends work permit expired last Sept.2014, their consultant advise them to apply for restoration unfortunately there is
no approved LMIA at that time. Since they were in common-law and the partner is a Permanent Resident they filed an inland family sponsorship before having issues of being out of status in Canada. Just this last March 2015 my friend got the positive LMIA result,
we were trying to apply for the work permit online but won't go through cause of being out of status.
Will the positive LMIA be useless now because of the sponsorship application ?
Can we still apply for the work permit in paper processing (snail mail)?
What are other options to use the LMIA?

1. Both are Temporary residents? Doesn't make sense, there is no sponsorship if temporary residents marry each other.
2. Your friend can either apply to an overseas office for a work permit or at the Port of Entry if eligible. (Doesn't require a TRV or Medical for the job) Can't apply in Canada.

Thanks for the reply.Sorry the partner is a Permanent Resident.
So even she's out of status, she can still use the LMIA
Only outside Canada?
