LMIA application processing time?

my employer submitted the lmia application today

noc 2175 wage $30, median wage is $27 in ontario

my question ishow long is the processing for LMIA which is for P.R and Work Permit?

20-25 weeks on average but every case is different.

I called up service canada today

they said "i might qualify for 10 day processing" bacuse my job noc is in the list of fedral jobs listed for immigration

however i won't know that till next Tuesday

even if it goes through the normal processing time they said it wont take more than 10 weeks

They have sent the application back saying its incomplete. But my company also attached the sheet saying that we're unable to provide T2$T4 on their company letter head. Any suggestions what i should do next?

Just telling you from my own LMIA experience how long it takes on average. Just don't be surprised if it takes 20 weeks. That's all.

Being active in business for at least one year is a essential requirement to apply for LMIA, your company is ineligible

I have read on there website and it doesn't state anywhere that the buisness must be open atleast 1 year. Also that they have mentioned to provide atleast one of documentation out of the list to make sure the buisness legally exist.
But I'm confused why did they sent my application back when i had all other documents proofs for the buisness. Any other advices will be appreciated.

esdc.gc.ca/en/foreign_workers/hire/permanent/overview.page:

Employers are not eligible to make a job offer to a foreign worker under these immigration programs, if they are:

an embassy;
a high commission or consulate in Canada;
on the list of ineligible employers maintained by IRCC;
new and have not been in business for a minimum of 1 year; or
hiring workers for jobs located in the province of Quebec.

my noc is 1231. yes this is what they told me.

exactly same thing was told to me.
after 10 business days from my file number
i received an email to send the advertisements again. because your papers were asked again or missing, file is sent in 8 week processing time.
i wish it doesn't happen to you. if so do update.
