Living in a different country than the country of nationality

my father works and lives in Saudi Arabia but he’s a Sri Lankan nationality with a Sri Lankan passport. His status in Saudi Arabia is temporary resident. When we submit the documents for his visitor visa should we address the documents to Canadian Embassy in Sri lanka or Canadian embassy in Saudi Arabia.
