I think that is an average of how long it took to process 80% of the application. Some take long due to application problems, ie: medicals, while others are done in less time.

I believe 38 months is the length of time it takes on average for live in caregivers who are applying for permanent resident. If you are asking about length of time to get work permit, it is more in the range of a few months depending on what country you are applying from. Example, 7 months philippines, although many are getting visa much quicker.
