NDP MP Olivia Chose supports Filipino community's call for Permanent Residence upon arrival for caregivers

Toronto, Ontario, February 10, 2011 -- On Saturday, February 5, 2011, a gathering of Filipino-Canadians listened to a panel of speakers talk about the recent changes to the Live-in Caregiver Program. The speakers -- Olivia Chow, MP (NDP Immigration Critic), Rafael Fabregas, and Christopher Sorio, were unanimous in their views that the recent changes fail to address the fundamental problems that leave live-in caergivers vulnerable to abuse and exploitation, such as the the requirement to "live in" the employer's home, to work only for a specific employer, and to enter Canada as temporary residents.
MP Chow followed this event with a tweet calling on Minister Jason Kenney to respond to the recommendations by the Standing Committee on Citizenship and Immigration report of June 2010, which urged the government to admit live-in caregivers as permanent residents, and to impose conditions to ensure that the successful entrants work as caregivers given the need for their services in Canada.
Minister Kenney promptly replied, via Twitter, that admitting live-in caregivers as permanent residents would effectively end the Live-in Caregiver Program, and for this reason he was not in favour of doing so. Rafael Fabregas replied with a tweet of his own (@carelawyr): "@MinJK permanent residency w/ conditions, as per the Standing Committee, will improve the Live-in Caregiver Program, not end it." He also invited Minister Kenney to explain his position at another Town Hall meeting on February 12, 2011. The Minister has not commented on the invitation thus far.
