Live in caregiver - LC2 application (form IMM0008ENU) simple question!

Hello,
I am going through the process for PR under the Live in caregiver class.
My husband received the letter to fill up his forms for LC2.

At the form IMM0008 on application details, how should he answer this question and the sub question:

* Program under which you are applying AND Category under which you are applying:

Familiy / Spouse
OR
Economic / Live-in Caregiver Program

??

PR application under LCP current processing time based on CIC website is 51 months. I am not just sure if the reference is 51 months from the receipt of complete application kit or if when CIC officially starts processing the application.
