Live-in caregiver dependent

Hi,

I am a live in caregiver and I have an ongoing permanent resident application.My husband is working in Saudi Arabia as a Filipino foreign worker.Where is he going to submit his kit?Is it in embassy Manila or Riyadh?Thanks a lot..
