I am a Permanent Resident in Canada and my wife currently lives in Detroit on a H1B visa. She has an approved Canadian visitor's visa. Can she live with me in Windsor, ON and commute to Detroit everyday for work? Is it legal to live in Canada on her visitor's visa? If yes, for how long can she do that?

A individual on a visitor visa constantly coming into to Canada then leaving to the USA then doing it again and again will eventually cause customs to pull them over . You aren’t allowed to live in Canada on a visitor visa, just as Canadians aren’t allowed to live in the USA being a visitor.
Remember what you did to become a PR?
You’d have to sponsor them

Thanks for the response. Yes, I will sponsor her PR but as spousal PR applications take way too long, I am trying to figure out a way for her to live with me while her PR application is being processed. Do I have any options?

Living in Canada on the TRV is really only going to be possible if she plans to stay without leaving. If she's crossing frequently, sooner or later (probably sooner) she will have problems and will end up being refused entry. Can she work remotely and not go into the office? That's the most obvious answer I see. Otherwise this isn't really doable unfortunately.
