Link paper app to online

Hi, I just wanted to know one thing I hv linked my paper based application which was submitted at vsf dubai but I notice one thing at online page that says under application type "online application", is this normal? Since we submitted paper based app.. if it's normal then still decision will be taken by Abu Dhabi embassy or it will process somewhere else

VFS will just take the paper application and submit it online. The local Canadian visa office will be involved, but your application could be processed anywhere in the world.

Ok..but when I'm checking on vsf website it says Documents for Visa application, tracking ID No.20191014DUACTRVxxxx are under process at the Canada Visa Office, ABU DHABI.
