If it is true then they would have not granted visa to fresher students.

Some time students can't get job after graduating in their country of residence, which will cause gap in their career. But they can get better job after getting higher education from abroad country. so I was talking about this kind of scenario. And yeah I have little experience of study visa process, that's why signed into this forum.
