I am so sorry to hear this - what exactly did they write to you while rejecting?
also, referring to Maharrouf's list of duties, I DO NOT find the following as duties in a managerial capacity:
• Evaluated user needs and system functionality and ensure that ICT facilities meet these needs;
• Scheduled upgrades and security backups of hardware and software systems;
• Researched, upgraded and installed new systems;
• Troubleshoot hardware, software and network operating system;
• Ensured the smooth running of all computer systems, including anti-virus software, print services and email provision;
• Ensured adherence to software licensing laws;
• Provided secure access to the network for remote users;
• Ensured the security of data from internal and external attack;
• Provided users with appropriate support and advice;
• Manage crisis situations, which may involve complex technical hardware or software problems;
• Mentored and trained new IT support staff;
• Designed and administered organization's local area network;
• Evaluated the organization's technology use, needs and recommended improvements, such as hardware and software upgrades;
• Met with organization's executives, managers, supervisors, vendors, and others, to solicit cooperation and resolve problems;
If you had written any of the above (or the company letter), these are strictly systems analyst & developer/programmer activities, there is a high possibility your application getting rejected.
Since 2171 etc. roles are no more in, it is possible by CIC to believe that analysts are applying for manager roles;
a typical manager should be able to hire & fire his team members (or plays a role in recommending hiring & firing), make decisions on their promotions & bonus payments (basically is a decision maker in terms of resources, budget/cost)
